SUMMARY:Collectively Growing Township Economies: An opportunity to create bridges between the formal and township economy
DESCRIPTION:Persistent and increasingly high levels of youth unemployment in South Africa present one of the greatest obstacles to achieving equitable and inclusive economic growth. Given the scale of the challenges and the current economic context\, youth unemployment will not be solved through labour absorption in the formal sector alone. Growing our Township Economies is vital for creating entry-level learning and employment opportunities for young people where they live\, and also to upskill marginalised youth who lack formal post-school education\, with the skills that will enhance employability. \nThe Installation\, Repair and Maintenance (IRM) Initiative seeks to expand learning and employment opportunities for young people in a variety of artisanal fields. In order to achieve this\, the National Business Initiative (NBI) has focussed on identifying and growing entrepreneurial artisanal enterprises in township communities\, through enterprise development\, skills development and market access\, on the proviso that they train and employ young skilled IRM workers. DESCRIPTION:The National Business Initiative (NBI) manages the Installation\, Repair and Maintenance (IRM) Initiative\, a broad partnership between TVET Colleges\, industry and Government to expand artisanal skills development and employment across the broad industrial economy. The IRM Initiative forms part of the Presidential Jobs Summit Framework Agreement and has two broad objectives: \n\nUnlock opportunities in IRM enterprises across the formal and informal/Township Economy for the training and employment of young people\nCreate an enabling environment for the provision of recognised IRM skills for workers\, unemployed and new entrants in IRM enterprises\n\nThe IRM Initiative recognises that youth unemployment will not be solved through labour absorption in the formal sector alone\, and that township youth in particular face significant barriers in accessing and sustaining employment opportunities. DESCRIPTION:The National Business Initiative (NBI) is managing the Installation\, Repair and Maintenance (IRM) Initiative\, a national programme to expand skills and employment opportunities across the industrial economy\, with a particular focus on the green economy. The IRM Initiative forms part of the Presidential Jobs Summit Framework and aligns with the Presidential Youth Employment Initiative\, operating across the formal and township economy. This colloquium operates within an emerging social compact around job creation through the work of JET\, Harambee and the NBI in strengthening youth pathways to employment. DESCRIPTION:The South African Technical and Vocational Education and Training (TVET) colleges have the potential to deliver at scale\, innovative programmes that respond to industry needs. DESCRIPTION:South African youths continue to face a number of challenges in their attempts to make a successful transition to the labour market. Those who embark on technical pathways have limited options in the post-school learning environment and their access to workplace learning opportunities\, is severely restricted. \nThe National Business Initiative (NBI) and Harambee Youth Employment Accelerator\, together with Government and implementing partners\, have established an Initiative to facilitate entry pathways into technical occupations for large numbers of youths who show potential\, but face numerous barriers. The Initiative will seek to unlock entry level opportunities in the areas of Installation\, Repair and Maintenance (IRM) across a range of sectors. \nThe programme will act as a catalyst for scaling up demand for IRM skills and work together with employer associations\, Technical and Vocational Education and Training Colleges and training providers to bridge the technical skills and work readiness gaps and place candidates in appropriate\, on the job training. SUMMARY:Information session on the requirements for the implementation of the Youth Employment Service and implications for companies
DESCRIPTION:South Africa’s unemployment rate is among the highest in the world at 26.7% in the first quarter of 2018\, with the unemployment rate among youth (15 to 34) at 38\,2% (Quarterly Labour Force Survey\, Q1:2018). \nPresident Cyril Ramaphosa launched the Youth Employment Service (YES) on 27th March 2018 as a joint effort between business\, government and labour aimed at placing unemployed black youth aged 18 to 29 in companies for twelve months to gain access to work-readiness training and work experience. By creating job opportunities and delivering training for youth\, YES seeks to contribute towards achieving social and economic transformation. \nThe incentive package for companies hosting the YES candidates includes government’s Employment Tax Incentive and Broad Based Black Economic Empowerment (B-BBEE) recognition. On 29th March 2018\, the Department of Trade and Industry published for public comment a Gazette (Vol. 633\, No. 41546) to amend the Draft Statement 000\, Code Series 000 of 2018 in terms of section 9 (5) of the B-BBEE Amendment Act 2003\, (Act No.53 of 2003) as amended by the B-BBEE Act of 2013.
